There is no single correct amount - the water volume only sets the concentration. With 2 ml of bacteriostatic water in a 10 mg vial, the concentration is 5 mg/ml, so every 10 insulin units (0.1 ml) contains 1 mg. More water lowers the concentration, which makes small doses easier to measure accurately on a syringe.
